Fear! Fear!

FDR: Oh, I'm sorry, was wiping out our entire Pacific fleet supposed to intimidate us? We have nothing to fear but fear itself, and right now we're coming to kick your ass with brand new destroyers riveted by waitresses. How's that going to feel?
CHURCHILL: Yeah, you keep bombing us. We'll be in the pub, flipping you off. I'm slapping Rolls-Royce engines into untested flying coffins to knock you out of the skies, and then I'm sending angry Welshmen to burn your country from the Rhine to the Polish border.
US. NOW: BE AFRAID!! Oh God, the Brown Bad people could strike any moment! They could strike ... NOW!! AHHHH. Okay, how about .. NOW!! AAGAGAHAHAHHAG! Quick, do whatever we tell you, and believe whatever we tell you, or YOU WILL BE KILLED BY BROWN PEOPLE!! PUT DOWN THAT SIPPY CUP!!"

I think its something more like: FDR: Our codebreakers tell us that the Japanese are planning to attack the Pacific fleet. We'll let them do it to galvanize support for a war in Europe against which is 80-90% of the American public. Churchill: My incompetence and failure to organize a joint defense of France, Britain, and the Low Countries before 1940 have left me with only one option, engineering an incident to bring America into the war! It's funny how almost the exact same thing happened to bring America into the first world war. Neocons: Holy crap! That terrorist attack we've been warned about for at least a year has finally happened. We should use this opportunity to pass through some draconian laws and rally the US for an expedition into the Middle East. We can finally institute our longstanding plans to spread democracy from the end of a gun barrel. Nevermind that this exact same strategy failed in Vietnam. The difference in popular perception is that, despite popular opinion, the Bush Administration and their bazaar of crypto-fascists and neocons are actually a lot worse than FDR and Churchill at controlling the media. Bush relies solely on media manipulation to prop up his image. At least FDR and Churchill were eventually successful in their execution of war (nevermind the political and economic fallout which can still be felt to this day.)
